Part 187 (Fees): An Existential Threat to Namibian Aviation

In January 2023, the NCAA proposed draft regulatory amendments for Part 187 (Fees) of the NAMCARs, seeking to:

1. Increase all existing fees by 30% to 55%, and...

2. Introduce 300+ new, extremely costly fees — many of which have no provisioning for adoption in the current NAMCARs.

It is AOPA Namibia's position that if the current Part 187 (Fees) regulatory amendments are passed (as currently drafted), the sudden and draconian increase in operational costs to Namibia's struggling aviation sector in the wake of the disastrous Covid-19 pandemic, will lead to its swift demise.

As such, AOPA Namibia is attempting to work with the NCAA to achieve appropriate Part 187 (Fees) regulatory reform that will help grow instead of diminish Namibia's aviation sector.

Below is the current timeline of correspondence between AOPA and the NCAA. As of 05 May 2023, the NCAA has dismissed all of AOPA's concerns regarding the draft Part 187 (Fees) regulatory amendments (as seen in the letters below).

The following is a timeline of correspondence between AOPA Namibia and the NCAA regarding the new Part 187 fee additions and increases proposed by the NCAA that have yet to be properly justified.

29 May – Rejection Letter from the NCAA ED to AOPA

Letter from AOPA Namibia to the Executive Director of the NCAA, Ms. Tosca Sem, proposing a way forward to achieve appropriate Part 187 (Fees) regulatory reform.
