AOPA Namibia

The Aircraft Owners and Pilots Association of Namibia (AOPA Namibia) is a non-profit aviation advocacy organisation fighting to protect aviation rights & freedoms for all its members in Namibia. Think of us like Namibia's Chamber of Aviation.

AOPA Namibia is not an Approved Maintenance Organisation (AMO), Air Operator Certificate (AOC) holder, Approved Training Organisation (ATO), Approved Recreational Organisation (ARO), or any other aviation entity that is regulated by the NCAA or controlled by the Government of Namibia.

Therefore, AOPA Namibia is the ONLY aviation advocacy organization in the country devoted to promoting, growing and protecting aviation in Namibia on behalf of ALL direct and indirect aviation stakeholders. We are here to represent and advocate on behalf of the needs of our members. 

Challenges faced over recent years have highlighted that general and commercial aviation in Namibia are vulnerable, which is why AOPA Namibia and its entire membership needs your help.

Why should I join or my company join AOPA Namibia?

AOPA Namibia exists to serve as the unified voice of the Namibian aviation community. Our mission is to represent and protect the interests of all aviation stakeholders in the country — including recreational pilots, private aircraft owners, commercial operators, aviation businesses, business that rely on aviation and supporting service providers.

By becoming a member, you strengthen the collective voice of the aviation community. The larger and more representative our membership base, the more effectively we can engage with regulators, influence aviation policy, and advocate for practical, safe, and economically sustainable regulations.

Joining AOPA Namibia as a corporate member is simple.

I'm already a member of MICAN, LISAMA or I work for a company that is a corporate member of AOPA Namibia. Why should I join AOPA Namibia as an individual member?

Membership in a Namibian Approved Recreational Organisation (ARO), such as MICAN or LISAMA, does not include individual membership in AOPA Namibia.

Similarly, if you are an employee or pilot working for a company that is an AOPA Namibia Corporate Member, this does not confer individual AOPA Namibia membership.

While AOPA Namibia works to address aviation issues that affect the broader community, we are a volunteer-driven organisation with finite resources. As a result, we must prioritise providing direct assistance, advocacy, and intervention on behalf of our active individual and corporate members.

For example, when a corporate member requires support, AOPA Namibia can assist the company as a member organisation. However, we do not intervene on behalf of an individual pilot or aviation professional unless that person is an individual member of AOPA Namibia.

This principle also applies to members of AROs.

In many strong aviation communities around the world, pilots commonly belong to multiple organisations because each serves a different but complementary role. For example, in the United States, many pilots are members of both the Experimental Aircraft Association (EAA) and Aircraft Owners and Pilots Association (AOPA).

  • Organisations like EAA focus on aircraft innovation, experimental and NTCA aircraft, community events, and aviation culture.
  • AOPA organisations focus on advocacy, regulatory engagement, and protecting the rights and interests of aircraft owners, pilots and General Aviation.

The same dynamic exists in Namibia. Your ARO plays an important role in supporting recreational aviation, while AOPA Namibia focuses on industry representation, regulatory advocacy, and protecting the interests of aviation stakeholders.

For the aviation ecosystem to remain strong, these organisations benefit from the support and membership of the aviation community.

What member dues payment methods do you accept?

Currently, local electronic funds transfer (EFT) payments are the best option for paying your calendar-year dues.

We are currently working with Bank Windhoek to offer an online payment option very soon.

I'm an individual AOPA Namibia member and I have an aviation issue that I need help with... what should I do?

If you are an individual member of AOPA Namibia and require assistance with an aviation-related matter, please contact us so that we can register and review your issue.

You are welcome to visit our office located inside the Namibia Instruments and Avionics (NIA) hangar on the Northern Hangars side of Eros Airport (FYWE), or alternatively email ceo@aopa.org.na with a description of your issue.

Once your query has been received, we will assess the matter and determine how AOPA Namibia may be able to assist.

 

My company is not an aviation company, but we rely on aviation for our business (e.g. lodges, travel companies, companies with a one or more airplanes, etc.). Can our company join AOPA Namibia as a corporate member?

Absolutely.

Many businesses in Namibia depend on aviation even though aviation may not be their primary industry. This includes tourism operators, lodges, safari companies, travel agencies, logistics companies, and businesses that operate their own aircraft which are necessary to support their operations across the country.

AOPA Namibia welcomes corporate membership from any organisation that relies on aviation, benefits from aviation, or wishes to support a strong and sustainable aviation sector in Namibia.

Aviation plays a critical role in connecting and providing critical services to remote regions, supporting tourism, enabling business travel, and facilitating economic activity throughout the country. Companies that rely on aviation therefore have a strong interest in ensuring that the regulatory environment remains safe, practical, and economically sustainable.

By joining AOPA Namibia as a corporate member, your company helps strengthen the collective voice of the aviation community and supports our efforts to:

  • Advocate for practical and efficient aviation regulations;

  • Reduce unnecessary bureaucracy and operational barriers;

  • Promote safe and sustainable aviation growth in Namibia; and

  • Protect the interests of businesses that depend on aviation infrastructure and services.

We are grateful for the support of the many non-aviation businesses that already form part of our membership and contribute to a stronger aviation ecosystem.

I'm a foreign pilot planning to visit Namibia and would like to see the country by air. How do I validate my foreign pilot licence and what Namibian registered aircraft rental options exist in Namibia?

Foreign pilots who wish to fly in Namibia must first obtain a validation of their foreign pilot licence from the Namibia Civil Aviation Authority.

While the exact requirements may vary depending on the licence you hold, the validation process generally includes the following steps:

  • Demonstrating ICAO Level 4 (or higher) English Language Proficiency, assessed by an approved language examiner in Windhoek.
  • Passing the Namibian Air Law examination at the NCAA.
  • Submitting the required validation application and supporting documentation to the NCAA.
  • Validating your radio operator licence, where applicable.
  • Completing a skills test with a Designated Flight Examiner (DFE).

Please note that only aircraft types already endorsed on your existing pilot licence can normally be validated for operation in Namibia.

Because several parts of the process take place in Windhoek, visiting pilots should plan to start their trip in Windhoek and allow several days (or up to a week) to complete the exams, paperwork, and flight test.

The Air Law exam is typically offered three days per week, and advance booking is required. Payments to the NCAA are generally made via Electronic Funds Transfer (EFT), and proof of payment is usually required when submitting applications or booking examinations.

Many visiting pilots choose to work with a local flight school, which can assist with the validation process and provide aircraft rental once the validation is complete.

Flight training organisations based at Eros Airport (FYWE) include:

  • Windhoek Flight Training Centre
  • Signa Aviation
  • Desert Air

The sole flight training organisation based at Swakopmund Airport (FYSM) is:

  • Swakopmund Flying School

These organisations can typically assist visiting pilots with licence validation, local procedures, and aircraft rental for touring Namibia by air. Please note however that aircraft rental is very limited in Namibia.

Because processing times and requirements may change, visiting pilots are encouraged to begin the validation process well in advance of their planned trip.

I'm a foreign pilot planning to visit Namibia and would like to either import my foreign registered aircraft or fly it into the country to see the country by air using my foreign pilot licence/certificate. What steps are required to do so?

Foreign pilots are welcome to visit Namibia with their aircraft, but certain permissions and regulatory requirements must be met before operating within Namibian airspace.

Importing a foreign-registered aircraft into Namibia

If you plan to import an aircraft into Namibia (for example via sea, road, or rail), several approvals are typically required before the aircraft may be flown:

  • An import permit from Namibia Revenue Agency;
  • An overflight permit from the Namibian Defence Force; and
  • Operational approval from the Namibia Civil Aviation Authority for certain aircraft categories (such as NTCA);
  • For Non-Type Certified Aircraft (NTCA), membership in an approved Namibian aviation association may also be required.

This scenario most commonly applies to aircraft such as weight-shift trikes, paragliders, balloons, or other recreational aircraft brought into the country for temporary use.

Flying a foreign-registered aircraft into Namibia

If you plan to fly your aircraft into Namibia, the following generally applies:

  • Type-certified aircraft require an overflight permit from the Namibian Defence Force;
  • Non-Type Certified Aircraft (NTCA) typically also require both:
    • Permission from the Namibia Civil Aviation Authority
    • Membership in a local Approved Recreational Organisation (ARO)

Pilot and aircraft documentation

Regardless of how the aircraft enters Namibia, it is the responsibility of the pilot to ensure that all required documentation remains valid for the entire duration of the visit, including:

  • Pilot licence and ratings
  • Medical certificate
  • Aircraft certificate of airworthiness (or equivalent)
  • Radio operator licence
  • Aircraft registration and insurance documentation

Additional considerations

Depending on the type of aircraft, operating category, or planned activities, additional permissions or operational requirements may apply. Visiting pilots are therefore encouraged to begin planning and contacting the relevant authorities well in advance of their trip.
